There is a config command ``message_footer'' that does this. We'll have
to get everyone's agreement first though. I think the way to do it is
for every individual to claim copyright, and for the footer to append a
message saying that copying is permitted by licence only, e.g. below.
Incidentally, the web page cited also carries the archive of all posts to
the list.
